Russia faces with waste paper shortage this year

Leading Russian waste paper processors have called on the Russian Prime-Minister Mikhail Mishustin to take measures for the solution of the problem of waste paper shortage in Russia and to prevent the growth of prices for some essential paper products, according to recent statements, made by representatives of processors and some local media reports.

 

According to processors, representing the Russian League of Waste Paper Converters in recent years the country has faced with a chronic shortage of waste paper, which contributes to the growth of prices for packaging and consumer goods.

 

According to experts of the League, the further development of the industry is related with the current shortage of waste paper in the country. They also believe the lack of measures from the state poses a threat for the entire industry.

 

In fact, the development of waste paper processing capacities began in Russia several years due to the plans to stimulate the development of the domestic waste management sector. In 2015, on behalf of the President of Russia, the amendments to Federal Law 89-FZ “On Production and Consumption of Wastes” were adopted, which introduced the institution of extended producer responsibility (EPR) in the country. In accordance with the law, the disposal of goods and packaging has become the responsibility of manufacturers and importers.
